Proposes a constitutional amendment adding Section 20 to Article 1 of the New York State Constitution establishing access to public information as a fundamental right

Guarantees the right of the people to inspect and/or copy government records

Requires government to provide notice of public meetings and allows the public to attend such meetings

Prohibits unreasonable restrictions on these public access rights

If passed by both houses, the amendment must be referred to the next legislative session after a general election and published for 3 months before that election, per constitutional requirements
