Allows IDAs to temporarily exceed the seven-member maximum limit to accommodate the new mandatory members, with the requirement to reduce back to seven or fewer as non-mandatory seats become vacant

Updates gendered language in the statute, changing "his" to "their" and "chairman" to "chairperson"

Takes effect 180 days after becoming law
