Requires the insurance policy to be approved and issued by an insurer licensed in the employer's home state

Mandates that the certificate must be issued at no cost to the New York resident employee

Requires certificates to include a disclosure stating the insurance is not regulated by New York and not subject to New York consumer protections

Takes effect immediately upon passage
