Requires the Office of New Americans to establish a comprehensive case management program for immigrants living in family and adult shelter facilities operated by local governments or contracted providers, subject to available appropriations

Mandates that the program contract with established community-based nonprofits or charitable organizations with at least three years of experience providing immigrant services, including ESOL, legal assistance for asylum cases, naturalization programs, and workforce development

Sets the explicit goal of transitioning immigrants out of shelter facilities into stable long-term living arrangements

Requires shelter facility operators to provide contracted service providers with access to facilities, residents, and permanent office space within or adjacent to shelters to serve as resource centers

Expands the Office of New Americans' annual reporting requirements to include information on services provided within shelters and the number of immigrants assisted through shelter-based programs
