Amends the New York State Constitution to allow employees of bona fide religious, charitable, veterans, volunteer firefighter, and similar non-profit organizations to participate in the management or operation of games of chance (bingo, lotto, wheel games)

Creates an exception to the prohibition on remuneration for game operators, permitting employees already compensated for work unrelated to games of chance to help manage or operate such games

Requires the amendment to be passed by two successive legislatures and approved by voters at a general election before taking effect

Maintains existing restrictions including prize limits of $250 per single prize and $1,000 aggregate per occasion, unless otherwise provided by law

Preserves legislative authority to regulate games, prevent commercialized gambling, and exclude criminal elements from participation
