Expands the list of offenses that result in permanent disqualification from holding a school bus driver license to include additional crimes against children, such as reckless assault of a child (120.02), aggravated assault upon a person less than eleven years old (120.12), sexual misconduct (130.20), rape in the third degree (130.25), forcible touching (130.52), sexual abuse offenses (130.53, 130.55, 130.60), female genital mutilation (130.85), disseminating indecent material to minors (235.21), and unlawful dealing with a child (260.20, 260.21)

Moves certain offenses from the 5-year disqualification category to the permanent disqualification category, including sexual misconduct (130.20), rape in the third degree (130.25), and disseminating indecent material to minors (235.21)

Removes sexual abuse in the second degree (130.60) from the list of offenses requiring permanent disqualification after a 10-year waiting period, moving it to the immediate permanent disqualification list

Eliminates criminally negligent homicide (125.40, 125.45) and subdivision two of section 260.20 from the 5-year disqualification list

Applies to equivalent offenses committed under former penal law sections or in other states that would constitute violations of the listed New York Penal Law sections
