Amends New York Insurance Law section 3216 to expand maternity care coverage requirements

Mandates that maternity care insurance policies include coverage for an initial child restraint system (car seat) as defined in the Vehicle and Traffic Law

Adds car seat coverage to existing required maternity benefits, which already include parent education, breast or bottle feeding assistance, and maternal/newborn clinical assessments

Takes effect immediately upon passage
