Mandates site maps be printable, oriented true north, overlaid with gridded x/y coordinates, and verified for accuracy through initial and annual walkthroughs of all school buildings and grounds

Specifies site maps should include floor plans overlaid on aerial imagery, building access points, room labels, hallway names, locations of hazardous materials, utility shut-offs, AEDs, trauma kits, parking areas, athletic fields, and surrounding roads

Adds site mapping for emergency response to the list of approved expenditures eligible for state building aid, alongside metal detectors and security devices

Authorizes the Commissioner of Education to annually prescribe a special cost allowance for site mapping expenses, with school districts receiving aid based on their building aid ratio multiplied by approved expenditures

Takes effect six months after becoming law
