Defines ALPR systems as mobile or fixed high-speed cameras used with computer algorithms to convert license plate images into computer-readable data

Mandates the council to recommend training program rules for all current and new police officers on ALPR policies, including periodic retraining requirements

Requires all state and local law enforcement agencies to conspicuously post the ALPR minimum standards policy on their websites or in main offices if no website exists

Takes effect one year after becoming law, with immediate authorization to develop necessary rules and regulations for implementation
