Mandates recommendations address patients' rights to culturally competent care free of discrimination, accurate judgment-free medical advice for informed consent, and clear information about treatment options and hospital policies

Requires patients receive opportunity to discuss and document birthing preferences with their care team, plus access to doula and mental health services during pregnancy, labor, and childbirth

Commissioner must publish recommendations on the Department of Health website within one year and update all relevant public materials, with at least one required update after initial publication

Repeals the maternal health care and birthing standards workgroup provision from a 2024 law and extends that law's effective date from 90 to 180 days while removing its 2-year expiration clause
