Prohibits elected officials of municipalities, counties, cities, towns, or villages from serving as members of industrial development agencies (IDAs) located within their county

Requires governing bodies to appoint replacement members when current IDA members become ineligible due to holding elected office

Exempts elected officials who are required by law to serve on an IDA, and exempts IDAs whose boards are entirely composed of elected officials from the chartering municipality

Applies specifically to the Troy Industrial Development Authority and Auburn Industrial Development Authority, allowing only two common council members to serve on each board as required by existing law

Updates gendered language in statutes governing Troy and Auburn IDAs to gender-neutral terms ("their" instead of "his or her")
