Allows municipally owned or operated airports, including those run by New York public authorities, to appoint or promote employees to permanent exempt class positions when no eligible civil service list is available

Covers critical airport management and supervisory positions including directors, managers, aircraft rescue and firefighting chiefs, aviation finance directors, commercial development officers, security/operations personnel responsible for FAR Part 139 compliance, and chief operating officers

Requires the airport or authority to determine that appointees are qualified for the positions

Prohibits appointments or promotions under titles not appropriate to the duties being performed

Takes effect 90 days after becoming law
