Provides a fee waiver for zero-emission vehicles weighing 5,000 lbs or less, exempting 1,000 lbs of vehicle weight at $0.10 per pound from the registration fee calculation

Directs 75% of collected registration fees (after meeting highway and transportation trust fund obligations) to street safety projects including protected bike lanes, pedestrian islands, raised crosswalks, and curb extensions, with remaining 25% for road maintenance and repair

Requires the Department of Transportation to submit annual county-by-county reports on funded projects, vehicle weight data, zero-emission fee reductions, and crash statistics involving pedestrians, cyclists, and other vehicles
