Amends Real Property Law section 238-a to explicitly prohibit landlords, lessors, sub-lessors, and grantors from charging broker's fees to tenants before or at the beginning of a tenancy

Adds broker's fees to the existing list of prohibited upfront charges that landlords cannot demand from prospective tenants

Maintains existing exceptions allowing charges for background checks and credit checks

Preserves exemptions for continuing care retirement communities, assisted living facilities, adult care facilities, senior residential communities, and not-for-profit independent retirement communities

Takes effect immediately upon passage
