Creates the New York State Violence in Mass Media Research Program within the existing Firearm Violence Research Institute to study how media reporting on violent crimes may encourage copycat crimes, contribute to racial profiling, and prejudice jurors

Directs research into specific media practices including the display of perpetrator names and faces, crime scenes, and criminal plans, and their effects on individuals and communities

Requires the program to advise the governor, legislature, and state agencies on mass media reporting practices and their connection to violent crime

Funds the program through the existing Firearm Violence Research Fund established under state finance law

Takes effect 90 days after becoming law, with the Commissioner of Education authorized to implement necessary regulations immediately
