Establishes the New York State Grid Modernization Commission within 180 days, comprising state agency heads (public service, environmental conservation, economic development, transportation, labor, homeland security, agriculture, health, secretary of state) plus representatives from NYPA, NYSERDA, and legislative appointees

Requires commission membership to include representatives from communities of color, low-income communities, environmental justice communities, and geographic diversity (NYC, rural, and upstate urban areas) with expertise in economics, engineering, law, utility regulation, consumer advocacy, or environmental management

Directs the commission to study electric grid modernization addressing challenges in the NYISO's 2021-2040 System & Resource Outlook, examining technologies including micro-grids, distributed energy resources, energy storage, electric vehicles, charging infrastructure, and advanced demand management systems

Requires the commission to issue an initial report within 18 months to the State Energy Planning Board with recommendations for the state energy plan, followed by annual update reports posted on NYSERDA's website

Commission members serve without compensation but receive expense reimbursement from NYSERDA, and the commission must hold at least one public hearing and solicit input from stakeholders including local governments, utilities, labor unions, and ratepayers
