Removes the current 10-visit or 30-day limit on physical therapy treatment that can be provided without a referral from a physician, dentist, podiatrist, nurse practitioner, or licensed midwife

Eliminates the requirement that physical therapists must have practiced full-time for at least three years to treat patients without a referral

Requires physical therapists to refer patients to appropriate licensed professionals when symptoms indicate conditions outside the scope of physical therapy practice

Mandates ongoing communication between the physical therapist and the patient's primary care provider or treating physician during the course of treatment

Physical therapists must provide written notice that treatment without a referral may not be covered by the patient's health insurance, with signed documentation kept on file
