Mandates ballots be mailed no sooner than 20 days before an election and no later than 14 days before the scheduled election date

Allows voters to request their absentee ballot be sent to an alternate address if they expect to be absent from their county or city of residence

Permits voters who cannot mail their own ballot to designate a single person to mail or deliver the completed, sealed ballot to the board of elections, with that person certifying they will not handle any other ballots in that election

For primary elections, only ballots for the party in which the voter is enrolled will be delivered, and no ballot will be sent if all races except party committee positions are uncontested
