Adds fetal alcohol spectrum disorders (FASD), including fetal alcohol syndrome (FAS), partial fetal alcohol syndrome (pFAS), and alcohol-related neurodevelopmental disorder (ARND), to the legal definition of developmental disability under the mental hygiene law

Requires individuals with FASD seeking developmental disability classification to be over age 7 and have received a qualifying diagnosis from a provider

Mandates that the condition must have onset before age 22 and exhibit a likelihood of indefinite continuation

Requires the diagnosis to have a substantial impact on the person's ability to complete activities of daily living

Takes effect 24 months after becoming law
