Requires guidance for municipalities on curbside charging adoption and support for commercial fleet charging deployment in disadvantaged communities to reduce air pollution

Establishes a 13-member "Fast Charge NY working group" with representatives from municipal organizations, environmental justice groups, environmental organizations, public utilities, and charging station developers, appointed by the governor and legislative leaders

Requires Buy American provisions for component parts and prevailing wage standards for construction, installation, and maintenance of fast charging stations, with annual plan updates and a 30-day public comment period before adoption
