Expands ballot drop box usage to include early mail ballots in addition to absentee ballots, updating terminology from "absentee ballot drop box" to "ballot drop box" throughout the election law

Authorizes boards of elections to establish drop-off locations where voters can return both absentee ballots (under section 8-410) and early mail ballots (under section 8-708)

Requires early mail ballots deposited in drop boxes before polls close on election day to be deemed timely received, matching existing rules for absentee ballots

Mandates boards of elections close all ballot drop boxes and collect deposited ballots at the close of polls on election day

Takes effect on the same date as the 2024 law (S. 610/A. 7243) that originally authorized absentee ballot drop-off locations
