Allows board of elections employees who become candidates for office overseen by their board to remain employed if they receive prior authorization by a majority vote of the board of elections commissioners

Requires the state board to create rules and regulations governing when such authorization may be granted, including mandatory restrictions preventing employees from working on matters directly related to elections in jurisdictions where they are candidates

Defines candidate status as beginning upon filing a designating or nominating petition, or upon accepting a nomination for offices filled by other means

Permits candidates without primary elections to remain on the board of elections payroll for up to 90 days before a general election

Does not apply to unpaid party positions
