Requires the state to provide additional reimbursement to school districts for actual expenses incurred due to an influx of migrant students entering district schools

Directs the governor to prepare and submit chapter amendments to the Aid to Localities budget within 30 days after the start of each school year to fund these reimbursements

Reimbursement payments are made upon audit of vouchers certified by the school district's chief fiscal officer documenting actual migrant student-related expenses

Amends the education law by adding a new section 3605 to establish this reimbursement program
