Creates the Community Literacy Fund under joint custody of the State Comptroller and Commissioner of Education to support adult literacy programs across New York

Authorizes grants to 501(c) tax-exempt organizations that provide adult education and literacy services using volunteers, or that offer technical assistance to other literacy organizations

Defines adult education and literacy services to include reading, writing, math, English language proficiency, and problem-solving skills needed for productive participation as workers, family members, and citizens

Requires grant recipients to report impact data including educational gain, civic participation, digital literacy skills mastery, health literacy, financial literacy, and engagement in children's schooling

Mandates annual reports to the Governor, Senate President, and Assembly Speaker beginning January 1, 2026, evaluating the funded community literacy programs
