Prohibits any person from knowingly or recklessly creating, maintaining, or contributing to conditions that endanger public safety or health through content promotion, including algorithmic amplification

Targets three categories of harmful content: material advocating force or imminent lawless action, content promoting self-harm, and false statements of fact or fraudulent medical theories likely to endanger public health

Declares violations that result in public harm to be a public nuisance, regardless of whether the person intended to cause harm

Authorizes the Attorney General or city corporation counsel to bring enforcement actions in state or federal court for injunctions, restitution, and damages

Creates a private right of action allowing any person, firm, corporation, or association damaged by violations to sue for damages in state or federal court
