Expands New York's complete streets law to require consideration of access for pedestrians, bicyclists, and public transit users in resurfacing, maintenance, and pavement recycling projects that have a service life of at least ten years

Currently, complete street design requirements apply only to planning, design, construction, reconstruction, and rehabilitation of transportation projects—this bill removes the exemption for resurfacing and maintenance work

Applies to state, county, and local transportation projects undertaken by or receiving both federal and state funding with Department of Transportation oversight

Takes effect 180 days after becoming law and does not apply retroactively to projects already undertaken or approved before the law's effective date

Authorizes the creation of necessary rules and regulations immediately upon passage to ensure implementation by the effective date
