Adds Red Cross vehicles to the statutory definition of "authorized emergency vehicle" under New York Vehicle and Traffic Law

Defines "red cross vehicle" as any vehicle owned or leased and operated by the American National Red Cross, or any chapter or branch thereof, that is equipped and clearly marked as a Red Cross vehicle

Prohibits Red Cross vehicle operators from exercising the special driving privileges granted to other emergency vehicles under section 1104 (such as exceeding speed limits, proceeding through red lights, or disregarding traffic regulations)

Takes effect immediately upon passage
