Requires the Commissioner of Education to establish a civic education curriculum for all schools serving students in grades 5 through 12, with local boards able to adopt their own curriculum upon commissioner approval

Mandates instruction covering the New York State constitution, federal/state/local government, civic literacy, methods of public participation, and rights and responsibilities of citizenship

Requires experiential and project-based learning approaches including mock trials, moot court, legislative hearing simulations, debates on power and democracy, and community organizing exercises

Directs the commissioner to establish rules for teacher training and curriculum materials, with school districts required to provide appropriate training and materials to teachers

Takes effect two years after becoming law, with immediate authorization to develop necessary rules and regulations for implementation
