Establishes a 15-member temporary commission to study the environmental and health effects of 5G wireless technology and earlier generation wireless technologies

Commission members include appointees by the Senate President (4), Assembly Speaker (4), and Governor (4), plus the commissioners of Health and Environmental Conservation and the Chief Information Officer

Requires the commission to hold at least 4 public hearings in different regions of the state, beginning within 90 days of the act taking effect

Directs the commission to examine health and environmental impacts of radio frequency radiation in the 300 kHz to 100 GHz range, review peer-reviewed studies, and compare US exposure guidelines to those of other countries

Commission must submit an interim report by June 1, 2026 and a final report with legislative recommendations by December 31, 2026, when the commission expires
