Amends General Municipal Law section 103 to allow political subdivisions and districts to make purchases of materials, equipment, supplies, or contract for services through another municipality's existing contracts, not just through county contracts

Expands current "piggybacking" authority so municipalities can use contracts from any political subdivision or district within the state, subject to county law rules governing such cooperative purchasing arrangements

Requires the municipality making purchases through another entity's contract to accept sole responsibility for payment to the vendor or contractor

Mandates that officers, boards, or agencies consider whether using another entity's contract will result in cost savings after factoring in charges for service, material, and delivery

Prohibits municipalities from using another entity's contract if they have already received lower bids for the same purchase on the same terms, conditions, and specifications
