Raises the penalty for repeat violations (same violation within 12 months that pose a serious health/safety threat) from $5,000 to $10,000

Increases the maximum penalty for violations directly causing serious physical harm to patients from $10,000 to $20,000

Directs amounts collected over $10,000 per violation from nursing home operators to be transferred to the nursing home quality improvement demonstration program to support projects improving quality of care

Increases the maximum penalty the public health council can impose for sanitary code violations from $2,000 to $3,000 per violation
