Expands the duties of the Advisory Council of the Justice Center for the Protection of People with Special Needs to review the center's mission, operations, and validity of abuse and neglect claims

Requires the council to ensure abuse and neglect allegations are valid and have been promptly and fully investigated

Mandates review of common standards and requirements for investigators and ensures individuals responsible for abuse and neglect are held accountable

Directs the council to review all prosecutorial conduct to ensure prosecutions were valid and within the agency's mission

Requires review of the register of individuals found responsible for abuse or neglect, employment bars, and investigations involving deaths

Takes effect 60 days after becoming law
