Allows persons aged 70 and over to request automatic excusal from jury service without needing to demonstrate mental or physical incapacity, undue hardship, or extreme inconvenience

Applications for age-based excusal must include proof of age and can be submitted to the commissioner of jurors by mail, fax, email, or in person

Amends existing excusal criteria to clarify that the standard considerations for hardship or incapacity do not apply to applicants qualifying under the new age-based provision

Takes effect on the first of September following enactment into law
