Creates a distinctive "I Support Music Education" license plate available to any New York resident upon request through the DMV

Charges an additional $25 annual service fee on top of the regular vehicle registration fee for these specialty plates

Establishes the "I Support Music Education" fund, jointly managed by the Commissioner of Taxation and Finance and the Comptroller, to collect all revenue from the specialty plate fees

Requires the Comptroller to certify annually by February 1st the amount deposited in the fund during the preceding calendar year to the Governor and legislative leaders

Mandates that fund monies be used exclusively for music education projects approved by the Department of Education, and requires either a $6,000 surety bond or 200 pre-orders before plate production begins
