Establishes a 15-member Lupus Research Advisory Council appointed by the commissioner, including at least 3 individuals with lupus, 5 representatives from lupus nonprofit organizations, and 5 scientists or clinicians with lupus expertise

Requires grants to be awarded through a competitive peer review process modeled on the National Institutes of Health system, with full funding for direct and indirect research costs

Creates the Lupus Research Enhancement Fund to hold appropriations, grants, gifts, and bequests dedicated to the program, with moneys kept separate from other state funds

Mandates annual reports to the legislature by December 31st detailing grant numbers, dollar amounts, research subjects, findings, and recipient institutions
