Establishes an 11-member Differentiated Learning Environment Task Force to study how colleges and universities prepare future teachers to work in urban settings and offer differentiated classrooms

Task force members appointed by the Governor (2), Senate Temporary President (2), Assembly Speaker (2), minority leaders of both chambers (1 each), Board of Regents Chancellor (2), and the Education Commissioner or designee who serves as chair

Appointments must be made within 60 days of the act taking effect; members receive no compensation but are reimbursed for expenses

Task force must submit a report within one year containing recommendations for a dual certification process for teachers in both special education and language-based learning differences, plus a comprehensive professional development training program for current and future teachers

Act expires and is repealed 24 months after becoming law
