Creates the adult student grant program providing up to $1,500 annually (or cost of tuition, whichever is less) for adults returning to college or seeking career education and training

Limits lifetime benefits to $6,000 maximum per recipient, with grants not exceeding the recipient's total cost of attendance

Requires applicants to be U.S. citizens, permanent residents, or paroled refugees; maintain a 2.5 GPA minimum; enroll for at least 3 semester hours; and be New York residents for at least one year

Excludes individuals eligible for TAP (Tuition Assistance Program) and related state financial aid programs under sections 666, 667, and 667-c of education law

Waives the one-year residency requirement for active duty military members stationed in New York and their spouses or dependents
