Prohibits drivers of buses, taxis, and livery vehicles from using hands-free mobile telephones while operating a moving vehicle

Allows exceptions for emergency communications with hospitals, ambulance services, fire departments, police departments, or emergency response operators

Permits hands-free phone use for dispatch purposes while driving

Allows hands-free phone use when the vehicle is parked at a lawful location, but not while actively dropping off or picking up passengers

Takes effect 60 days after becoming law
