Authorizes New York City to establish a residential parking permit system through local law or ordinance, with permit fees collected to address traffic hazards, congestion, and air/noise pollution

Limits the permit system to specific Brooklyn neighborhoods including Clinton Hill, Fort Greene, Prospect Heights, Park Slope, Gowanus, Carroll Gardens, Cobble Hill, Boerum Hill, Brooklyn Heights, Downtown Brooklyn, DUMBO, and Vinegar Hill

Exempts streets adjacent to commercial/retail zoned properties and metered parking spaces from permit requirements

Requires at least 20% of parking spaces in permit areas to remain available to non-residents, with minimum 90-minute short-term parking allowed

Directs permit fee revenue (minus administrative costs) to be deposited quarterly into the MTA's New York City Transportation Assistance Fund general transportation account

Takes effect immediately and expires December 1, 2030, along with any local laws enacted under its authority
