Exempts community boards in cities with populations over one million (effectively New York City) from in-person participation requirements for public meetings under the Open Meetings Law

Removes the requirement for such community boards to maintain a physical location for meetings

Allows community board members participating via videoconference to count toward quorum requirements, provided written procedures are established and other statutory criteria are met

Named the "Access for All Act" (AFA)

Takes effect immediately, with amendments tied to the existing repeal date of the underlying Open Meetings Law section
