Prohibits replacement of heating/cooling systems with fossil fuel systems emitting 25+ kg of CO2 per million BTUs after December 31, 2030 for buildings under 10,000 sq ft, and after December 31, 2035 for larger buildings

Establishes a housing development subsidy program requiring creation of at least 10,000 new affordable housing units annually, with rents set at 40% of area median income, rent increases capped at 2% per year, and rents limited to 25% of household income

Requires incarcerated individuals performing labor to be paid minimum wage, creates job training and work release programs, and establishes a tax credit (up to $15,000) and wage subsidy program for employers hiring formerly incarcerated individuals
