Creates a research program requiring the Department of Health commissioner to study potential health risks from toxins in menstrual products including tampons, pads, liners, cups, sponges, douches, wipes, and sprays

Directs research into whether dioxins, synthetic fibers, chlorine, fragrances, colorants, dyes, and preservatives in these products pose risks for cervical cancer, endometriosis, infertility, ovarian cancer, breast cancer, immune deficiencies, pelvic inflammatory disease, toxic shock syndrome, and infections

Requires investigation of potential health risks to children born to individuals who used menstrual products during or before pregnancy, including fetal and childhood development impacts

Mandates verification of data submitted by manufacturers to the U.S. Food and Drug Administration regarding menstrual products

Research must be completed within four years, with findings and recommendations transmitted to the Governor and legislative leaders within one year of completion; the act expires five years after taking effect
