Requires all appointments and weekly investigation reports to be submitted to the Senate Temporary President and Assembly Speaker, with investigation funds held jointly by legislative leaders and the Attorney General

Updates existing law to include "electronic communications or records" in the scope of materials that can be subpoenaed during investigations, and makes refusal to comply a misdemeanor
