Establishes a state SNAP minimum benefit program that supplements federal benefits to ensure eligible households receive at least $100 per month in total SNAP benefits

Eligible households are those receiving between $1 and $99 in monthly federal SNAP benefits; the state would pay the difference to reach the $100 minimum

State benefits would be distributed through the existing electronic benefit transfer (EBT) system and restricted to food purchases as defined under federal law

Requires the Office to apply for necessary federal waivers from the USDA Food and Nutrition Service to implement the program

Allows the Office to increase the $100 minimum threshold as deemed appropriate, subject to available state appropriations and any available federal funding
