Proposes an amendment to Article 2, Section 2 of the New York State Constitution to enable universal vote-by-mail

Removes the current constitutional requirement that voters must have a specific reason (absence from county/city of residence, illness, or physical disability) to vote absentee

Allows the legislature to establish procedures for any qualified voter to vote by mail in any election without providing justification

Requires the amendment to be referred to the first regular legislative session after the next general election and published for 3 months prior to voter approval, as mandated by the constitutional amendment process
