Expands the list of healthcare providers authorized to certify fetal death certificates to include midwives and physician assistants, in addition to physicians and nurse practitioners

Removes the previous restriction that prohibited nurse-midwives from certifying the cause of death on fetal death certificates (they could previously only certify the birth)

Updates terminology throughout the statute from "woman" to "birthing parent" and modernizes gendered pronouns to gender-neutral language

Applies to fetal deaths occurring both in hospitals and in other settings where these practitioners are in attendance at or after the fetal death

Takes effect immediately upon passage
