Prohibits State University health care facilities, the cancer institute under the public authorities law, and state-operated hospitals from filing lawsuits in civil or supreme court against patients to collect medical debt

Defines "medical debt" as any obligation to pay for health care services, products, or devices provided by Article 28-licensed hospitals, health care professionals authorized under the education law, or certified ambulance services

Applies to all state-operated hospital facilities across New York

Takes effect immediately upon passage
