Prohibits basing payment rates on information or base year calculations that are more than four calendar years old, applying to hospital services, managed care programs, and health maintenance organization enrollees

Mandates establishment of discrete payment rates for general hospitals serving Medicaid enrollees in HMOs, Family Health Plus program participants, and Child Health Insurance Plan members

Requires the Commissioner of Health to annually publish on the department's website a list of all Medicaid provider types with detailed descriptions of applicable reimbursement methodologies, including both operating and capital components

Requires publication of a detailed yearly workplan for reimbursement modernization across Medicaid and other public insurance programs
