Establishes an interagency task force on health literacy within the State University of New York (SUNY), chaired by a SUNY School of Public Health faculty member appointed by the Chancellor

Task force membership includes 18 representatives from state agencies, hospitals, medical societies, pharmacy schools, health foundations, and NYC health departments, selected by legislative leaders and invited organizations

Directs the task force to study residents' ability to access health services, identify barriers and at-risk groups for low health literacy, and examine impacts of rising costs, complex treatments, age, and cultural/linguistic diversity

Requires the task force to submit a report to the legislature by December 15, 2026, including proposed rules, regulations, legislation, and strategies for improving health literacy statewide

Recommendations must address plain language use by providers, simplified health insurance enrollment forms, educational curricula development, and funding mechanisms for implementation
