Requires the New York State Energy Research and Development Authority (NYSERDA), in consultation with the Department of Public Service and Division of Homeland Security and Emergency Services, to prepare a report with recommendations on establishing microgrids to protect critical facilities

Defines "microgrid" as interconnected loads and distributed energy resources within defined electrical boundaries that can operate connected to the grid or independently in "island-mode"

Recommendations must address whether microgrids should be established at hospitals, police and fire stations, emergency shelters, schools, water filtration plants, sewage treatment plants, and other critical facilities

Requires identification of priority geographic areas for microgrid establishment based on prior severe storm damage and consideration of disadvantaged communities

Report must include available or necessary funding mechanisms and be submitted to the Governor, Senate President, and Assembly Speaker within one year of the act's effective date
